Bill Of Rights For Persons With Mental Illness

That this House applauds the World Psychiatric Association on the publication of a Bill of Rights for Persons with Mental Illness; recognises that this asserts a set of fundamental political, legal, economic and social rights to be afforded to all persons with mental illness, so that they are treated as full citizens enjoying all rights on an equal basis with other citizens; notes that these rights include, but are not limited to, the right to accessible and affordable mental and physical healthcare, the right to opportunities to work, the right to adequate income, the right to training and education, the right to own, inherit and dispose of property, the right to marry and raise families, the right to vote and be elected to public office, the right to be free from cruel and degrading treatment, the right to participate in the cultural and social life of the community and practice a religion of their choice and the right to determine their future and make their own life choices; condemns the fact that persons with mental illness are routinely discriminated against and denied these freedoms in many countries, based on their mental health status; and calls on the Government to commit to upholding these rights at home, providing additional support to help people exercise them when required and to work with the international community to make sure that these rights are observed and protected in all countries.
