That this House recognises the findings of the Arbitration Commission on Yugoslavia that declared successor states together settle all aspects of secession by agreements; recognises that when agreement cannot be reached the presumption is that debt remains with the predecessor state; and further notes that the UK is not a signatory to the Vienna Convention on the Secession of States.
