That this House recognises that the United Nations General Assembly is to conduct a Special Session on drugs in April 2016 to mobilise political action internationally with a view to challenging human rights abuses, address the deforming of development in the global south and review the catastrophic health consequences resulting from failure of global drug policy; notes that the United Nations supports many of the principles set out in Harm Reduction Decade and recognises that the so called war on drugs has failed, leaving many people in the UK effectively living without the protection of the state; and calls on the Government to engage with the Special Session to consider actively how best to shift from a model of drug intervention based on prohibition towards a more effective model of intervention based on social support.
