Congestion Charge Fine For NHS Volunteer Driver James Quinn

That this House notes that James Quinn of Lime Street, Morecambe is a volunteer driver in the NHS who drove a 10 month old baby to Great Ormond Street Children's Hospital for critical brain surgery on 15 May 2012; further notes that he unwittingly drove through the congestion charge zone; recognises that Mr Quinn has offered to pay the 12 fine on numerous occasions; further recognises that Transport for Londonis insisting on charging him 120; believes that NHS volunteers are a vital part of our healthcare system; further believes that they should not be charged the congestion charge when on duty; and calls on Transport for London to reconsider this deeply unfair fine which risks alienating a committed volunteer who may have saved the life of the 10 month old baby by gettingit to a specialist unit in a timely fashion.
