That this House commends the Henry Spink Foundation on its work for severely disabled children, adults and their carers in respect of the quality of and access to services; supports its call to reform local authority regulations so that care assessments and support packages for children become portable from one local authority to another; believes that such a pragmatic and cost neutral reformwould measurably improve the lives of thousands of disabled children, adults and their carers; and calls on the Government to ensure that portablilty of care assessments is incorporated in the forthcoming White Paper on Social Care and that the necessary regulations are introduced as soon as possible.
