That this House notes that the 2011 census data shows that 1.57 million people across the UK registered a second address; is concerned that many people are excluded from buying homes in their own community owing to a high proportion of second homes; further notes that in rural areas this contributes to a reduction in demand for local services and businesses; calls on the Government to grant greater planning powers to local authorities to control the number of houses being used as second homes ina particular area; and further calls on the Government to bring forward measures to ensure that second home owners pay their fair share to the communities were those homes are located.
