That this House supports the introduction of a feebate scheme to provide a partial refund to new car buyers for purchasing low-emission cars funded by taxes on high-emission cars in the same class; believes that such a scheme will help improve energy security, rebalance the economy towards green manufacturing jobs, tackle climate change and enable more people to buy cars that cost less to run; welcomes the report by the Campaign for Better Transport, A Feebate Scheme for the UK; and calls on the Government to bring in a non-retrospective feebate scheme as part of its review of vehicle excise duty announced in Budget 2012.
