That this House notes the planned replacement of disability living allowance (DLA) with a personal independence payment; further notes that this will mean that, from April 2013, blind and partially sighted people will start to be reassessed for the new benefit; recognises the concern expressed by the Royal National Institute of Blind People that thousands of working age blind and partially sighted people currently in receipt of DLA could end up worseoff; and calls on the Government to properly recognise the extra costs of mobility for people with severe sight impairment.
