That this House recognises the central importance of greater effort on energy efficiency and energy saving as a cost-effective means of meeting UK carbon budgets, reducing dependence on energy imports and creating jobs; notes the current negotiations on the draft European Energy Efficiency Directive; further notes that at present rates the EU will miss its existing non-binding 20 per cent energy saving target by half; further recognises the efforts of Fiona Hall MEP in producing a strong European Parliament position on the draft Directive; and therefore calls on the Government to support the position of the European Parliament for a legally binding European energy saving target in the ongoing trialogue negotiations with the European Council of Ministers and Commission.
