That this House believes that any local health review needs to be as comprehensive as possible and that review panels need to include balanced representation from all affected health trusts to prevent bias; proposes that no decisions or recommendations are made prior to the full submission of all relevant reports, or based on services not yet in existence or for which there is no clear foolproof implementation plan; and further believes that this approach would prevent a flawed process such as the Better Services Better Value review in South West London having recommended the closure of St Helier Hospital's AE, maternity department and children's unit.
