Fifa And The Offside Rule

That this House welcomes the decision by Fifa, football's governing body, to ask the game's rule-making body, the International Football Association Board, to clarify the offside rule; notes that there is currently huge confusion about whether a player in an offside position is interfering with play; further notes the suggested change to the rule defines offside as clearly obstructing an opponent's vision or challenging an opponent for the ball; further notes that a report will be delivered to Fifa next month; and urges the game's controlling bodies to allow goal-line technology which would help solve another highly-contentious issue.
