Third Anniversary Of The One Wales Agreement

That this House congratulates the Cymru'n Un / One Wales coalition on the third anniversary of its agreement; welcomes the news that a referendum on transferring powers under Part IV of the Government of Wales Act 2006 will take place in the first quarter of 2011; calls for the implementation of the recommendations of the first Independent Commission on Funding and Finance report; further welcomes the National Transport Plan published last year, the Economic Renewal Programme, the introduction of the Foundation phase, the investment in the NHS, the introduction of the Green Jobs Strategy and the boosting of affordable housing; recognises the success of the Mortgage Rescue Scheme launched by the Welsh Government before any other country of the UK and the effect of the ProAct and ReAct schemes in retaining employment and improving training amongst those out of paid work; and further welcomes the steps being taken with regard to the Welsh language, the piloting of laptops for children, support for credit unions and small businesses, the achievements in the agricultural and heritage sector, including the launch of National Theatre Wales, the 1.64 milllion visitors to the national museums in Wales and the increase of 3.7 per cent. in visitors to Welsh libraries in 2008-09.
