That this House notes with concern the high cost of car insurance for young and newly qualified drivers, with quotes for insurance reaching 8,000 per annum; recognises that this can impair the ability of young people to seek and gain employment in many areas where public transport is not a viable travel to work option, can prevent young people gaining sufficient driving experience and can lead to some young people driving without any insurance; and therefore calls on the Secretary of State for Transport to require the insurance industry to bring forward proposals to reform insurance arrangements for young drivers, possibly by the use of excess charges, to ensure that motor insurance is available at a reasonable cost for young drivers.
