leave out from`Wales' to end and add `notes that devolution has been successful in the last decade and has enhanced the Union; further notes that no other country in Europe with asymmetrical devolution has members of the national parliament with differential voting rights; further notes that deciding which legislation affects only English residents is problematic and constitutionally complex; further notes that all legislation passed in the UK Parliament has implications for all parts of the UK and that hon. Members represent their constituencies as well as the UK as a whole; further notes that a reduction in numbers of Scottish, Welsh and Northern Irish hon. Members weakens the Union; and calls on the UK Government to preserve equal voting rights among hon. Members.'.
