Work Of The Committee Of Public Accounts

That this House notes the conclusions and recommendations contained in each report of the Committee of Public Accounts published since the last debate on the work of the Committee on 22 October 2009; further notes in particular the Committee's recommendations on key issues including education and training, health, housing, the operation of the tax system, benefits, support for business, transport, defence procurement, international development, policing and criminal justice; welcomes the public service achievements described in these reports and recognises the universally accepted desire to achieve value-for-money savings; deplores the delays, cost overruns and other failures which have affected and continue to affect a number of major programmes and projects; is disappointed that some Departments and public bodies have had their accounts qualified year on year; considers that the Government should give the highest priority to personal accountability in implementing Government programmes; laments the fact that very similar issues leading to failure constantly arise across Government, such as lack of relevant data, lack of project management skills and insufficiently-developed financial management skills; is concerned at the failure of some parts of Government to implement the recommendations of the Committee; and calls on the Treasury to ensure that all accepted recommendations are implemented and to report back to the Committee on progress in advance of the next debate on the work of the Committee which may be scheduled.
