That this House notes that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (S.I., 2006, No. 246) (TUPE legislation) generates uncertainty in many areas including local authority services contracts; further notes the difficulties experienced by small businesses upon commencement of new contracts where TUPE legislation may require that they hire an existing workforce; congratulates the Government on its action on workers' rights; and calls on the Government and Her Majesty's Opposition to bring forward proposals to clarify and simplify TUPE legislation, with an added emphasis on protecting both workers and small businesses.
