That this House welcomes the Royal National Institute for the Blind's (RNIB) Read My Lips campaign to help the nine million deaf and hard of hearing people in the UK; notes that, following a campaign by the RNIB, the hon. Member for Castle Point and others, Essex County Council has now changed its lip reading classes charging policy; and calls on all local authorities to take a more understanding and caring attitude towards deaf and hard of hearing people.
