leave out from `2010;' to end and add `in line with the EU practice on copyright payments to recording artists, in an attempt to ensure that the legitimate rewards for the work of recording artists are not denied to them as they have been in the past; further accepts that like many organisations, charities are facing a drop in income following the impact on the economy of the collapse of the banks; and calls on the Government to enter into discussions with charities and their fund-raising organisations to work out a system that will attempt to enhance charitable giving, without denying the rights of musicians to proper remuneration when the work they created is played in public, particularly in any money making enterprise.'.
