That this House considers that a windfall fund should be established to receive money repaid by hon. and right hon. Members following excessive expenses and allowance claims in recent years; believes this fund should be used as a matter of urgency to assist the poorest communities in the country and to assist small businesses and voluntary organisations to survive during the extremely difficult economic conditions being faced; and calls on the appropriate authorities to put such assistance into place at the earliest date.
