That this House regrets the decision by the European Parliament to support the transfer of unused fishing quotas to other Member States, thereby potentially allowing Spanish fleets to fish in historically Scottish waters such as the North Sea which would erode Scotland's control of her historical fishing grounds and undermine efforts towards building a sound management policy for the future sustainability of Scottish fishing.
