That this House recognises that, in an increasingly competitive world, the UK needs to continue to attract the best international talent and welcomes the contribution which people from abroad with key skills make to our economic growth and prosperity; believes that all people who live and work in the UK should make a fair contribution through tax to help pay for the modern public services on which our economy depends; also believes that it is unacceptable that anomalies and flaws in the current tax rules and practices effectively excuse a minority of people in certain circumstances from paying their fair share of UK taxes; and therefore welcomes the Government's intention, announced in the Pre-Budget Report 2007, to revise the rules governing access to non-domicile and non-residential status, to restrict entitlement to tax allowances for those who do claim such a status and to close loopholes which are being exploited to avoid tax while ensuring that the UK remains one of the best places in the world to work and to do business.
