Incapacity Benefit Appeals

That this House notes that people who are appealing against the refusal of incapacity benefit have their job seeker's allowance reduced by 20 per cent. until the appeal is resolved; further notes that over a third of appeals in 2006-07 against removal of incapacity benefit were found in favour of the appellant; and urges the Government to review whether the reduction in job seeker's allowance for appellants undermines justice by preventing people from being able to afford to appeal.
