That this House believes that the cost of policing entertainment areas at night in towns and cities across the country should not fall entirely on the central or council taxpayer; further believes that provision should be made to provide a mechanism for the general control of anti-social behaviour by individuals once they are away from the vicinity of licensed premises; and to this end, and working on the principle that the polluter should pay, urges the Government to grant local authorities mandatory powers to impose a levy on premises throughout the country whose customers cause an unwanted burden via policing and clean-up costs.
