That this House notes with some concern that the Quinn Glass plant at Elton in Cheshire has been operating for over three years despite the refusal of the Secretary of State to grant retrospective planning permission to the plant for a number of reasons including the fact the development contravenes the Ellesmere Port and Neston development plan; has no confidence in the competence of the local planning authorities to consider fairly the latest retrospective planning application submitted in respect of the plant given their acquiescence in allowing the plant to operate unlawfully throughout that time; and calls upon the Secretary of State immediately to call in this latest application to ensure that it is properly considered in the light of the history of this plant.
