That this House welcomes the launch of the Co-operative Party's People's Rail campaign; notes the publication of the Co-operative Party pamphlet The People's Rail - a mutually run, publicly accountable Network Rail; recognises that this is a valuable contribution to the current debate about the future of rail; further notes that while Network Rail is a great improvement on the disastrous privatised Railtrack, major questions about its accountability remain; further welcomes news that the Office of the Rail Regulator has launched an independent review of Network Rail's governance; and calls upon Network Rail's members to change the way it is run, to give real control to passengers and the public.
