leave out from `consequence' to end and insert `but is deeply concerned that in Scotland, where there are greater costs due to a higher proportion of rural geography and where life expectancy is lower than in England, the SNP minority administration is proposing in its budgets for the fiscal years 2008-09, 2009-10 and 2010-11 a significantly slower rate of increase in health spending than that proposed for England and Wales and that the current additional spend per head on health in Scotland over that in the rest of the United Kingdom will be dramatically reduced from £205 last year to £74 in 2010-11; and calls upon the Secretary of State for Scotland, when he next meets the First Minister, to challenge him on his administration's failure to support and properly invest in a first class healthcare system for Scotland.'.
