That this House believes in the maximum participation and registration of electors in the UK; notes the statement by Richard Mawrey QC that the postal vote on demand system remains wide open to fraud; further notes the Council of Europe's indictment of the integrity of the electoral system; further notes the Electoral Commission's proposal that there should be individual electoral registration in the UK; believes that the postal vote on demand system must be ended in order to restore the integrity of the electoral system; and believes that, if it is necessary to move to individual registration, the Government must increase resources to local authorities to ensure that the most deprived and oppressed voters do not fall out of electoral registration.
