Regional Pay In The Ministry Of Justice

That this House expresses its opposition to regional pay systems offering lower pay rates in areas of social deprivation which will affect the recruitment and retention of staff in communities where incomes are already low, undermining the service to the public; believes that the system adopted by the Ministry of Justice was developed using flawed pay data and runs counter to HM Treasury's 2007 PSA delivery agreement 7 which aims to improve economic performance and reduce the gap between economic growth rates across the UK; is worried that the application of the lowest pay range only to new employees may adversely impact on members of black and ethnic minority communities in lower income areas; notes that the lowest regional pay range could be removed with minimal costs to the Department as it only affects a small number of staff; recognises that the Ministry of Justice is undertaking a comprehensive review of the implementation of the regional pay system; and urges the Government to use the opportunity provided by this review to remove the lowest regional pay range from the Ministry of Justice pay system and to enter into negotiations with the recognised unions to find an acceptable alternative pay system for the department.
