Compliance With Smoke-Free Legislation

That this House recognises the success of smoke-free legislation in Scotland and Ireland as sources of legitimate national pride; commends the Scottish and Irish enforcement agencies for achieving compliance of 94 per cent. and above; applauds the approach of education and partnership taken by inspection and enforcement agencies in both countries; acknowledges that a co-operative approach has been central to the achievement of high levels of compliance; regrets the misleading media coverage in recent weeks of the enforcement and inspection procedures proposed for a smoke-free England; urges enforcement authorities in Wales, Northern Ireland and England to continue to prepare for a consistent approach to providing information, advice and guidance for businesses; notes that enforcement powers under this approach are only used in extremes, as elsewhere in the British Isles; and views Scotland and Ireland as models for successful and overwhelmingly willing compliance with smoke-free legislation.
