Execution Of Saddam Hussein And The Death Penalty

That this House condemns the hanging of Saddam Hussein as grotesque; opposes the death penalty worldwide; notes that many international jurists have described his trial as not being fair, noting for example, the murder of three defence lawyers; considers that all trials of individuals alleged to have committed crimes against humanity should be conducted by the International Criminal Court at the Hague, and not in effect run by the United States; further notes that there was no provision in Iraqi law for the granting of clemency because the Iraqi High Tribunal foundation statute states specifically that no authority, including the President of the Republic, may grant a pardon or reduce the penalties issued by the tribunal; further notes that this statute directly violates Article 6(4) of the International Covenant on Civil and Political Rights; and calls upon the Government to campaign with conviction for proper process of law and the end of the death penalty worldwide.
