That this House notes with concern the evidence that on both sides of the Anglo-Scottish border there is growing support for a dissolution of the Union; and believes that in order to meet well-founded concerns in England hon. and right hon. Members who represent constituencies in Scotland should not be entitled to vote on legislation or other business which Mr Speaker shall certify as applying exclusively to England or Wales; and further believes that public expenditure per capita in Scotland should be reduced so that it is broadly the same as public expenditure in England.
