That this House recognises the recent increase in the supply of cannabis; notes that seizures of all forms of cannabis have risen by 42 per cent. to nearly 4,300 kilos in the first half of this year and that, according to the Forensic Science Service, 75 per cent. of cannabis seized is skunk; notes with concern that this type of cannabis can be two to three times more powerful than other forms of cannabis; notes the study published by The Lancet warning that cannabis users were up to 40 per cent. more likely than non-users to develop a psychotic illness; and further notes that the study also warned that up to 800 cases of schizophrenia per year in Britain could be linked to the drug.
