Trade Union Recognition And 21-Employee Threshold

That this House is concerned that millions of workers are excluded from exercising the right to seek statutory trade union recognition on the grounds that they work for employers with fewer than 21 employees; believes that the 21 employee threshold is arbitrary and denies millions of people their fundamental rights; is concerned at reports that some employers are dividing up companies into several legal entities in order to circumvent the law; further believes that such action goes against the spirit of the legislation; and therefore urges the Government to review the threshold.
