Premature Deaths Of People With A Learning Disability

That this House notes with concern Mencap's report Death by indifference, on the premature deaths of Emma Kemp, Mark Cannon, Martin Ryan, Ted Hughes, Tom Wakefield and Warren Cox while in the care of the NHS; welcomes the Government's announcement of an independent inquiry to learn the lessons from these deaths and to consider their wider implications, but believes that a national confidential inquiry into all premature deaths of people with a learning disability is vital to understand the scale of the problem; and urges the Government to carry out this inquiry and to take action to ensure that there is no institutional discrimination against people with a learning disability in the NHS.
