Costs Of Policing Entertainment Areas

That this House believes that the cost of policing entertainment areas at night in towns and cities across the country should not fall entirely on the central or council taxpayer; futher believes that provision should be made to provide a mechanism for the general control of anti-social behaviour by individuals once they are away from the vicinity of licensed premises; and to this end, and working on the principle that the polluter should pay, urges the Government to grant local authorities mandatory powers to impose a levy on premises throughout the country whose customers cause an unwanted burden on policing and clean-up costs.
