leave out from first `that' to end and insert `excessive speed is the single most important contributory factor in fatal car crashes; further notes speed limit enforcement and speed limit reduction have been proven to be two of the most effective ways of preventing as well as reducing road casualties and that drivers who exceed the speed limit are breaking the law as well as putting themselves and others at risk; and calls on the Government to ensure that speed limit enforcement encourages widespread compliance with speed limits and enables more equitable access to the road network for all road users.'.
