at end add `but also notes the second report of 2003-04 of the Work and Pensions Committee, which showed that five out of six and 13 out of 20 districts with the highest rates of income deprived children are in London, comparative statistics that have been getting worse, not better; further notes the committee's findings that special measures are needed in London to ensure the 2010 target will be met, including increases in the housing benefit disregard and the proportion of child care costs covered by the child care element of working tax credit as well as additional resources for Jobcentre Plus further to help minority ethnic groups and lone parents in the capital move into work; and calls upon the Government to act on the select committee's recommendations to ensure the scourge of child poverty is lifted from London and the rest of the country.'.
