Action Aid Report

That this House notes with deep concern the report by Action Aid which highlights that only 40 per cent. of funds from the global aid system ends up helping to eradicate poverty in developing countries; further notes that the report states that 90 per cent. of development aid in countries such as the United States and France is phantom; further notes that the report states that the bulk of money currently allocated was wasted, misdirected or recycled within rich countries; recognises that the UK is one of the better performing countries with a phantom aid rate of 29 per cent.; welcomes the commitment of the Government to secure a doubling of aid at the forthcoming G8 conference; but calls on the Government at the Gleneagles summit to ensure a far greater share of global aid is directed towards developing countries.
