That this House welcomes the Government's policy of giving priority to adult learning to those in greatest need but is concerned about the way this policy is being implemented at local level; observes that this has resulted in substantial cuts in adult learning programmes with a disproportionate impact on specific groups; and therefore calls on the Department for Education and Skills and the Learning and Skills Council to undertake an urgent assessment of the impact of funding policies on adults with learning disabilities, black and ethnic minority communities, and women and older learners.
