Winter Fuel Payments (No. 2)

That this House believes that winter fuel payments, however inadequate, should be paid to everyone who attains the age of 60, and that it is wholly unfair that in 2005-06 10,000 people in Wales and 160,000 people in England did not receive the payment because their birthdays fell between September and December, that is, after the qualifying week, and that they therefore had to wait another year; recognises that though the current arrangement might save the Treasury up to £34 million it is at the cost of ill health and even death to older people in fuel poverty; and believes that it is timely for the Government to take action to right this manifest injustice.
