That this House notes the conclusions of the Office of the Deputy Prime Minister Select Committee report `Re-licensing' of 6th March 2006 which stated regarding the introduction of guidance on the implementation of the Licensing Act 2003 `The Government took an unacceptable time to produce statutory guidance...The short timescale also meant that it was not possible to try out the guidance, which could have eliminated many of the problems experienced by local authorities in the transition period'; recognises the outcome of the free vote in the House of Commons on 14th February 2006 which introduced a comprehensive smoking ban in enclosed public spaces in the Health Bill 2006; welcomes the petition put forward by the Morning Advertiser newspaper which calls on the Government to learn the lessons of the implementation of the Licensing Act 2003 and allow licensees adequate time to adapt their premises and businesses in advance of the introduction of a comprehensive smoking ban in enclosed public spaces; and urges the Department of Health to publish such regulations before the summer parliamentary recess.
