Funding And Staff Cuts In The Advisory, Conciliation And Arbitration Service

That this House recognises the unique service offered by the Advisory, Conciliation and Arbitration Service (ACAS) and its extremely important contribution to good industrial relations, which is recognised and supported by both employers and employees; notes that its employment tribunal conciliation service alone saves the taxpayer £51 million; condemns the cuts to individual conciliation; believes that recent job cuts and reduced funding have had a devastating impact on the level and quality of all ACAS services; is concerned that the service will be further compromised by Department of Trade and Industry proposals that ACAS has its grant in aid reduced by £7.5 million per year; further believes that the success of the body should not be linked to income targets which will jeopardise the essential independence and impartiality of ACAS; further notes that commercialisation of the delivery methods has meant that the delivery of key Government messages on discrimination and dignity in the workplace are being hampered; and therefore calls on the Government to review urgently this position to ensure that ACAS is properly funded and resourced to provide the high level of impartial service for which it is respected and renowned.
