Death Of Harry Stanley
EDM number 1623 in 2005-06, proposed by Diane Abbott on 13/02/2006.
That this House regrets the Independent Police Complaints Commission's decision that the two police marksmen who killed Hackney resident Harry Stanley, a father of three, will not face disciplinary action; is concerned that an innocent painter and decorator carrying a table leg could be gunned down because the police chose to assume it was a firearm; wishes to offer its deepest condolences to the family and friends of Mr Stanley; stresses that the practice of officers conferring before writing up their versions of an incident is particularly inappropriate where the police officers involved are suspects in a criminal investigation; believes that this risks compromising the legitimacy of any criminal investigation; and calls on the Government to review post-incident de-briefing procedures to avoid officers discussing events before writing up their notes in the future.
