Cadbury Commission On Young Adults And The Criminal Justice System

That this House notes the publication of the report of the independent Barrow Cadbury Commission on Young Adults and the Criminal Justice System; further notes the report's concerns that treating young offenders as adults at the age of 18 years ignores the different ages at which young people mature, and risks exposing them to hardened criminals as well as cutting them off from services designed to lead them out of a life of crime; further notes the report's key recommendation that dedicated Transition to Adulthood teams be set up to take statutory responsibility for managing the transition arrangements for young adults between the youth and criminal justice system; and urges the Home Office to take account of the report as the National Offender Management System begins work to develop a strategy for the management of younger offenders and to consider the appropriate age range for those to be treated as young adult offenders.
