Domestic Tradeable Quotas

EDM number 563 in 2004-05, proposed by Colin Challen on 20/01/2005.

That this House congratulates the Prime Minister on making climate change a priority for the UK presidency of the G8; believes that, for this issue to transcend short-term political cycles, policies must be introduced which include every adult in tackling global warming and that everyone must assume some personal responsibility for their carbon emissions; and notes that, in practice, the most equitable, efficient and effective way of doing this is by introducing domestic tradeable quotas.
