Incapacity Benefit (No. 2)

That this House congratulates Leonard Cheshire and its supporters on the success of the entitled.org.uk campaign that promotes an honest debate about disability entitlements; observes that the consistent negative portrayal of claimants and media speculation about a possible crackdown on incapacity benefit causes great concern to many disabled people; calls on all political parties to stop using incapacity benefit reform as a political football; opposes additional conditions on claimants; supports keeping incapacity benefit distinct from disability living allowance and job seeker's allowance; welcomes the major expansion of the Pathways to Work pilots announced in the Chancellor's Pre-Budget Report; and supports the early national roll-out of Pathways to Work.
