Seismic Risk On Sakhalin Island

That this House notes the application for support currently under consideration by the Export Credits Guarantee Department for the Sakhalin II phase 2 gas and oil project on Russia's ecologically sensitive Sakhalin Island; further notes that the project will involve the construction of two 800km on-shore pipelines for oil and gas; cites the study by Richard A Fineberg Research Associates on behalf of five environmental organisations which expresses serious concerns about plans to bury the pipelines which will cross 22 active faults in an earthquake prone zone; urges the Export Credits Guarantee Department and other funding institutions to insist Sakhalin Energy Investment Company builds the pipelines above ground allowing for more flexibility in the event of an earthquake and significantly easier detection of leaks; notes that contrary to the recommendations of independent experts, Sakhalin Energy Investment Company intends to trench the pipelines through the beds of over 100 salmon-bearing streams and rivers instead of bridging the pipelines over them which would greatly reduce damage to a vital fisheries resource for the island's communities and indigenous peoples.
