That this House notes the new Irish EU Presidency's decision to take stock and move forward as fast as possible in negotiations on the proposed EU Constitution; notes that talks will resume soon among EU members on the details of this highly significant document; and believes that when agreement is finally reached its ratification should be subject to a referendum.
