Draft Mental Incapacity Bill(2)

That this House notes that the recommendations of the Joint Committee on the Draft Mental Incapacity Bill were not unanimous; further notes the concern of Baroness Knight of Collingtree, a member of the Joint Committee, about the use of mentally incapacitated patients in research and experimentation; regrets that her amendment prohibiting this was defeated; further regrets that, although the Joint Committee represented both Houses, she was not permitted to table a minority report; and calls on the Government to ensure that the Mental Incapacity Bill protects mentally incapacitated patients against being used for invasive research and experimentation.
