Headstart

That this House congratulates health professionals and volunteers who have launched Headstart Cheltenham and District; notes the ambitious aim of training 10 per cent. of local people in techniques aimed at keeping heart attack victims alive until an ambulance arrives; recognises the importance of this training in view of the fact that 270,000 people suffer heart attacks each year, that one-third of them die before reaching hospital, and that brain damage occurs after three minutes if oxygen stops reaching the brain; believes that this initiative should be replicated across the United Kingdom; and calls on the Government to encourage the setting up of more Headstart groups in the interest of keeping people alive.
